Lagos Unveils Digital House Numbering System to Boost Urban Planning

Governor Babajide Sanwo-Olu unveiled the project on the sidelines of the Nigeria Land Titling, Registration and Documentation Programme (NLTRDP) in Victoria Island. The programme was organised by the Lagos State Office of Electronic Geographic Information System (e-GIS) and Urban Development in collaboration with the Federal Ministry of Housing and Urban Development.

The digital house numbering system will assign a unique digital identity to every building in Lagos State. This innovation will aid navigation for emergency responders, utility companies, and residents, while also streamlining access to property information and improving overall urban management.

“This is about technology as a strong enabler,” Governor Sanwo-Olu said. “If you can get the address of a property, all the necessary information can be accessed from the comfort of your home. Our goal is to resolve land issues and make service delivery seamless. It is a journey, but this is a significant step.”

Sanwo-Olu commended the Federal Government’s Renewed Hope Agenda, describing electronic land documentation as the way forward to secure land rights and reduce physical interference in land transactions.

Special Adviser to the Governor on e-GIS and Urban Development, Dr Olajide Babatunde, explained that the system incorporates QR codes and local government-specific colour codes for easy identification. By scanning the code, users can access details such as land ownership, building approval status, and outstanding bills.

“This is part of a broader ‘Identifier Project’ to improve security, revenue generation, and efficiency in service delivery,” Dr Babatunde said. “House numbering and documentation go hand in hand with titling and land administration, and technology is the key driver.”

Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, also addressed the gathering, unveiling plans to improve land title coverage in Nigeria from the current 3 per cent to 50 per cent within 10 years. He noted that over 97 per cent of land in the country remains untitled, limiting its economic potential.

Dangiwa urged other states to emulate Lagos by digitising land registries, integrating geographic information systems, and adopting global best practices, emphasising that states will maintain full control over land administration.

With the Lagos digital house numbering system, officials say the state is positioning itself as a leader in modern land administration and smart city planning in Nigeria.
