The announcement was made on Thursday in a statement issued by Lere Olayinka, Senior Special Assistant on Public Communications and Social Media to the FCT Minister, Nyesom Wike.
According to the statement, the enforcement action targets residents who have defaulted in paying ground rent or land use conversion fees and those who purchased property without completing the mandatory registration processes such as obtaining Minister’s consent and registering deeds of assignment.
Olayinka recalled that on May 26, 2025, following President Bola Tinubu’s intervention, Minister Wike granted defaulters a 14-day grace period to clear all outstanding ground rents and penalties.
Additional public notices were later published on September 8–10, 2025, in national newspapers and digital platforms, highlighting the revised land use and purpose clauses in the FCT and giving violators 30 days to pay the ₦5 million penalty and other applicable fees.
Olayinka added that the FCTA again issued a final notice to property owners in high-brow districts—Asokoro, Maitama, Garki, and Wuse—granting them a 14-day ultimatum to comply with regulations guiding land use change and conversion.
He confirmed that enforcement will officially begin on Wednesday, November 26, 2025, targeting all categories of defaulters across the Federal Capital City.
The administration further warned individuals who bought properties but failed to register their interests, stressing that such owners must regularise their documentation or risk sanctions, including property sealing, revocation, or legal action.
