The passage followed the presentation of a motion by Senate Majority Leader, Opeyemi Bamidele (APC–Ekiti), who sought the rescission, re-committal, and passage of the bill during plenary.
Bamidele explained that the National Assembly had identified fundamental issues in the previously passed version, prompting a review and renewed legislative action.
He added that a joint technical committee comprising members of the Senate, House of Representatives, and the Directorate of Legal Services had worked extensively on the revised draft.
Citing Senate Orders 1(b) and 52(b), the chamber agreed to rescind its earlier decision and re-commit the bill for further consideration.
After a clause-by-clause review at the Committee of the Whole, the bill was passed.
Senate President Godswill Akpabio, while commending lawmakers and stakeholders for their contributions, expressed optimism that President Bola Tinubu would sign the bill into law once transmitted.
The bill seeks to strengthen the National Identity Management Commission (NIMC) for more efficient management of Nigeria’s national identity system.
